If I reside in another country outside of the United States can I participate in DNA?

How do I receive payouts or commissions?
* All members will be paid via the DNA Virtual Commission Account, from such account you will be able to transfer it to your DNA Bank Card; to your own Bank Account, you also transfer it to another DNA Affiliate to help them pay for their PRO Pack. Is the $2 a month a residual income or one-time?
